Slavery Never Ended

The 13th Amendment to the U.S. Constitution outlawed all forms of slavery except one, which it specifically legalized: penal slavery.

13th Amendment: Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

In other words: Slavery and involuntary servitude shall exist within the United States and any place subject to their jurisdiction as a punishment for crime whereof the party shall have been duly convicted.
